Create a Record is a button action. When someone selects the button, a new record opens in the table you chose, with the fields you set already filled in. The record exists only after they select Save.
Here is the test: do people start the same kind of record from the dashboard again and again? If yes, give them one button per kind. If they need to pick from many tables and types, a plain link to the table is enough.
Example: the Vendor risk overview dashboard carries a Button Row with a Log a finding button. It creates a record in the Findings table with Status set to New and Severity set to Medium. A Procurement member selects it, the record opens prefilled, they add the description and select Save. A second button, Request assessment, creates a vendor with Vendor Tier set to Tier 3.

Opening Button Settings
A button lives in one of four places on a dashboard. They are a Button Row widget, the Buttons section of a view-based widget, a Hero or Simple Banner widget, and the navigation bar set in Dashboard Settings. Each opens the Button Settings popover.
Set the View | Edit switch to Edit.
Open the widget's settings, or the gear for the navigation bar, and select + Add Button.
In Button Settings, open Action. The list reads Link to external URL, Run a Script, Create a Record and Open a Form.
Select Create a Record. The rows below Action change to the ones in the next section.
The Action list open with its four actions.
The Create a Record settings
The popover's own rows come first: Label (placeholder "Enter label"), Icon (No Icon to start, with a searchable icon library) and Color (an Aa swatch with a palette of fifty). Then Action, then the two rows that belong to this action, then Show Tooltip and Ask for Confirmation, both No to start, and Done. The URL and Open in rows of the link action are not shown.
Table
The table the new record goes into. The picker is the same two-level one as a widget's Source: the current solution's tables, with a back chevron to every solution. It starts on the dashboard's own table, not the widget's source table. For Log a finding it is Findings.
Default Values
The fields the record opens with already filled in. Select + Select Field. The list shows the table's fields grouped by the sections of its record layout, one field at a time. The title field, Auto Number, First Created, Last Updated, Dependency and Time Tracking Log are not offered.
A chosen field becomes a row with its name, a trash icon and a copy icon. Select the row's arrow to open Default Value, pick the value from the Select dropdown and select Apply. Repeat for each field. For Log a finding the Security lead sets Status to New and Severity to Medium.
Tip: One button per request type, with the type already set, beats one button and a question. Log a finding and Request assessment each prefill their own fields, so nobody picks the wrong table.
Select Done to close the popover.

Which value wins
A field can have its own default in its settings. When the record opens from the button, the button's value is used in its place.
Permissions
Solution Managers and members with Full Access configure buttons on a public dashboard. A button is used by any member who can create records in the target table. A member who cannot create records there does not get a working button. Record and field permissions apply to the record that opens, so a field the person cannot edit is read-only even with a default set. See Dashboard Settings.
Using the button
Select the button in View mode. The new record opens in a window with the default values in place. Fill in the rest and select Save. Close the window without saving and nothing is created. The dashboard's widgets update as soon as the record is saved, so a Log a finding entry appears in the findings grid at once.
Note: Nothing is created until Save. A closed window leaves no record behind, so a wrong click costs nothing.
Changing or removing the button later
Open the widget's settings in Edit mode. Select the button's row to reopen Button Settings, change the table or the default values, and select Done. In a Default Values row, the trash icon removes the field and the copy icon duplicates it. Save the widget.
